Managing Force
and Control
This course is intended for agency
executives, command staff and supervisory personnel, however, line
personnel will benefit from attendance as well.
This course
explores management aspects of use of force and control by law
enforcement personnel. Courts have held that departments must
supervise, direct and manage the use of force by officers. This
includes development of sound policies and procedures, accompanied by
thorough training, and followed by supervisory oversight. In
order to facilitate this management and supervision, departments
require adequate planning and preparation. This course will
assist departments in developing the means to adequately manage,
direct, and supervise all aspects of use of force and control.
Specific items
to be discussed include:

the analysis of use of force and
control training needs;

development of written policy and
procedure documents;

development and implementation of
a written use of force plan;

implementation of control mechanisms;
-
development of an incident review
committee;
-
methods of use of force training
delivery;
-
construction of written and
practical testing instruments;

officer safety;
-
development and use of a Force &
Control Continuum;
-
use of force risk management
techniques;
-
inclusion of pursuit driving as a
means of force and control.
The format for
this class is essentially classroom lecture and discussion, with
small group exercises. Class participants should bring any
departmental use of force and control documentation (policies,
procedures, etc.) with them to class.
