2005 to Present – OSS - Law Enforcement Advisors®, Spring, TX

Law Enforcement Advisor.  Independent law enforcement advisor, providing expert witness services, assessments, and consultations to other law enforcement professionals, adjusters, and legal professionals.

2004 to Present – Northrop-Grumman Corporation, Galloway, NJ

Instructional Technologist.  Deliver training on security procedures to Transportation Security personnel at airports across the United States.  Train and certify Screeners in the use of equipment and techniques for screening checked baggage.  Certified to train on all equipment currently in use by Transportation Security Administration Baggage Screeners.

2001 to Present – Police Policy Studies Council, Spofford, NH

Staff member and part owner.  Serving as a police use of force trainer and con-sultant.  Also serving in the same capacity in police motor vehicle operations and arrest techniques.  Develop and deliver high quality training programs to police and other municipal executives.  Consult as an expert witness in police use of force cases, police driving, arrest tactics, and general law enforcement procedures.

Owner.  Specializing in law enforcement risk management and consulting services, and training of law enforcement trainers and managers.  Expert witness and case consultation services specializing in police high-risk activity, with primary emphasis in management of force/control, motor vehicle pursuit, and arrest procedures.

1986 to 2008 – Washtenaw Community College, Ann Arbor, MI

Force management, firearms, use-of-force and police driving instructor.  Appointed as Police Academy Use of Force Coordinator from 1996 to 2005.  Responsible for conceptualizing, planning, developing and delivering many training programs at both the police academy and in-service levels, including instructor training in all use of force disciplines, as well as police driving.

2002 to 2003 – AIS, Inc., Renton, WA

Master Instructor.  Last assignment was as a subcontractor with Boeing Cor-poration, conducting baggage screener training throughout the United States.  One of only 35 (out of 1,600) training staff that were brought over to Boeing from AIS for the purpose of fulfilling the federal “bridge” contract for baggage screener training.

Initially employed under a U.S. Government contract for the Transportation Security Administration.  Certified as one of only 30 BST Master Instructors, with respon-sibility for training and supervising Baggage Screeners and Baggage Screener Trainers throughout the United States.  Certified to train on all screening machines that are in use by federal transportation screeners.

2000 to 2003 – Legal Defense Manual, East Lansing, MI

Co-Owner and Executive Editor.  Responsible for writing articles, as well as editing and publishing a publication which focused on legal and managerial issues in law enforcement.

1999 to 2001 – American Risk Pooling Consultants, Inc., Southfield, MI

Manager of Loss Control Development and Director of Law Enforcement Risk Control.  Direct responsibility for management of two company subsidiaries located in Iowa and Ohio.  Working within a combined budget of $500,000, provide direction and supervision to seven employees.  Also responsible for on-going loss control services marketing effort in three states.  Conduct specialized field loss control assessments of public safety agencies and jails.

1992 to 2002 – Smith & Wesson Academy, Springfield, MA

Adjunct Faculty.  Develop and present training programs geared toward use of force management skills.  Also develop curricula and present training in advanced use of force and firearms skills for instructors and training managers.

1991 to 1998 -- Meadowbrook Insurance Group, Southfield, MI

Loss Control Manager, with direct management responsibility for 12 staff members, and coordination of Public Entity oriented loss control programs for insurance coverage pools and individual public and private clients in six states.  Operating within a $1.2 million budget, I planned and structured delivery of services to approximately 50 client corporations, developed and assisted with the presentation of new marketing approaches, assured coordinated communications between internal company units, and with external customers and fellow contractors.  My other responsibilities included development of service plans and budgeting for multiple programs, coordination of personnel and resources to fulfill diverse client needs, and allocation/utilization of resources to ultimately assure profitability for both Meadowbrook and its stockholders.

Formerly, Director of Law Enforcement Risk Control.  Working within a $400,000 budget, my responsibilities included day-to-day, hands-on management of a staff of five, development of service plans, coordination, budget management, and frequent interaction with both internal company units and clients.  I had primary responsibility for the design and implementation of a risk control program for approximately 900 law enforcement agencies in five states.

1989 to 1991 -- Governmental Risk Managers, Inc. Plymouth, MI

Manager of the Risk Control Department, with responsibility for planning, implementation and delivery of risk control services provided by eight employees to two public entity insurance pools collectively representing approximately 1,200 governmental jurisdictions in Michigan.  My responsibilities included day-to-day hands-on management, development of service plans, budgeting, coordination of service delivery, marketing assistance, assessment of results, and resource allocation.

Previously served as Risk Control Consultant, specializing in general liability, administration/personnel practices, training, law enforcement and corrections risk management, and program development.

1978 to 1989 -- Livingston County Sheriff Department, Howell, MI

Served as road patrol deputy on all three shifts, and as afternoon shift commander (Sergeant), supervising 15 employees.  Final five-year assignment was as Staff Services Administrator, with responsibility for training a staff of 80, community service/crime prevention programs for Michigan’s fastest growing county, all departmental policy research, development and implementation, and county-wide emergency management.

1974 to 1978 -- Various police employment as a patrol officer and sergeant,

at smaller departments, including Fowlerville, Pinckney, Webberville and Perry, Michigan.
