Risk Control
Manager. Supervise risk control and support staff in the delivery of
risk control services to 1,400+ Michigan municipalities. Assess,
design and deliver information and training seminars. Report
directly to the corporate President. Attend executive staff meetings
to formulate policy. Responsible for coordination and direction of
risk control staff in delivery of services. Provide corporate legal
counsel as required.
Law
Enforcement Risk Control Specialist. Assess law enforcement
functions of insured municipalities for compliance with state
standards, legal precedents and national guidelines. Provide
responses including resource data, recommendations and training.
Emphasis was on intervention for prevention or reduction of
liability.
1978 to
1983 – Independent Consultant/Trainer
Design,
develop and deliver training in the areas of jail operations and
management, small jail management and train-the-trainer seminars.
Provide programs and analysis in the areas of intake screening and
health education for jail officers, civil liability and the reduction
of incidences of liability, risk management and governmental
liability, handling abnormal persons in jails and suicide
intervention and prevention in jails for several public and private
firms. Clients included the National Institute of Corrections Jail
Center, the Indiana State Medical Association, the North Dakota
Medical Association, the Medical Association of Georgia, the Society
of Chartered Property and Casualty Underwriters, Training Associates
and the Wyoming Law Enforcement Training Academy.
1973 to
1981 – State of Michigan, Department of Corrections
Supervisor of
Jail Training. Responsibilities included supervising the training of
jail officers throughout the State. Also responsible for supervision
of program development and presentations on such topics as human
interaction skills, suicide intervention and prevention,
institutional security and search and security skills. Other
responsibilities included analyzing training needs, maintaining field
contact with agency administrators, delivering training packages,
evaluation of training impact, and recording and analyzing
statistics. Administrative responsibilities involved development of
grant proposals, preparation and management of the budgetary process,
assessing and reporting training effectiveness and coordination of
training with other office and department goals and functions.
Jailer
Training Officer. Provided training to jail officers in all counties
throughout the State. Responsibilities included assisting in
determining training needs, and delivering and evaluating the
resultant programs. As a member of the Office of Jail Services
staff, my duties required involvement in other functional areas, such
as jail architecture, statistical data gathering and analysis,
operations analysis and enforcement of performance standards.
1971 to
1973 – State of Michigan, Department of Social Services
Overdose Aid
Coordinator, Western Michigan Region. Maintained liaison between
American Red Cross and Project A.D.U.L.T. (Adolescent Drug Use
Limitation and Treatment), responsible for the development and
delivery of training programs. Served as instructor trainer for new
instructors, coordinated the schedules of 50 instructors and
evaluated instructor performance.
Overdose Aid
Instructor. Conducted Overdose Aid courses designed to reach the
high risk population in a non-judgmental and factual manner, in order
to facilitate decisions concerning drug use.
Coping Group
Leader. Facilitate group sessions for delinquent youths using the
Reference Group Dynamics Model, which emphasizes and reinforces
positive behavior through peer pressure.
